The Carbon and Energy Fund (CEF) is ‘a co-creation with the NHS for the NHS’, established ‘to deliver infrastructure upgrades that guarantee energy, carbon, and cost savings’.
With ‘a proven track record, and in-depth experience of procurement, engineering, legal, and finance’, CEF claims to be ‘the only organisation that successfully guides clients through the complex processes involved’.
CEF has been created to:
- Enable NHS Trusts to realise the benefits of large-scale procurement via a framework of 16 of the UK’s top ESCO (Energy Services Company) contractors.
- Make competitive and task-specific funding (15-30 year energy infrastructure finance) available for NHS projects.
- Provide a fast, robust procurement route for the NHS, reducing overall risk and costs.
- Provide the NHS with the necessary task-specific technical, legal, and project management resources, and ongoing support for projects.
- Prove and audit savings annually, with reimbursement for savings not achieved
David Mackey, director, added: “The CEF process has already procured over £120 million of capital projects, with over £25 m annual of savings on behalf of the NHS. An additional £90 m is in procurement.”
