NHP launches seeking Programme Delivery Partner procurement

The New Hospital Programme (NHP) has announced that the launch of the Programme Delivery Partner (PDP) procurement commenced on 29 November.

A contract notice has been published in the UK’s Find a Tender Service at https://www.find-tender.service.gov.uk/Notice/035244-2023, with an accompanying Selection Questionnaire Pack, and the NHP team says this will mark the start of the regulated procurement process to appoint ‘a key global programme partner’ who will work with the NHP to deliver NHP’s vision and objectives.

The NHP says it is seeking ‘an augmentation of delivery resource capability, technical delivery, and design capability’ and a partner that will adopt and share ‘the NHP culture and transformative vision’. This partner will contribute to the realisation of the NHP strategic objectives through its delivery capability and expertise.

The NHP team said: “The successful PDP will not just join and supplement the NHP, but will be the partner that is critical to build and develop the infrastructure, systems, processes, and tools necessary to deliver success alongside the NHP.”

The estimated value of the PDP contract for a six-year duration is between £500 million and £600 m excluding VAT up to 31 March 2031. In addition, the NHP will reserve the right to extend the term of the contract, in whole or in part, for up to a further four years, to no later than 31 March 2035 (or 10.5 years in total).

Morag Stuart, Chief Programme Officer of the NHP (pictured), said: “We are delighted to announce the launch of the procurement of the Programme Delivery Partner with the publication of the contract notice and issue of the Selection Questionnaire Pack. This is a key step forward for the Programme, and we look forward to working with the successful candidate to ensure we collaboratively deliver success.”

Guidance and support for interested suppliers will be detailed within the Selection Questionnaire Pack, including on how to ask any questions and how to submit a response, all via the eProcurement Portal Atamis.
